Le D\u00e9partement d\u00e9l\u00e8gue plusieurs missions mais ne compense qu’\u00e0 hauteur du minimum l\u00e9gal. Sur la prise en charge de la d\u00e9pendance, la valeur du point Groupe Iso-Ressources (GIR) est fix\u00e9e par le D\u00e9partement et conditionne le montant des dotations : la Vienne est avant-derni\u00e8re au classement national.
